You do not need to travel to Mexico to renew a Mexican passport. It is done in Spain, at the Consular Section of the Embassy in Madrid or at the Consulate in Barcelona, always in person and by prior appointment. If the document was stolen or lost, the procedure is a different one and it begins outside the consulate: with a report to the police.
Why it can be renewed without leaving Spain
Article 3 of the Regulation on Passports and the Identity and Travel Document provides that passports are issued within Mexico by the delegations and sub-delegations of the Ministry of Foreign Affairs, and abroad through the consular offices. Renewing a Mexican passport from Spain is not an exception to be negotiated: it is the ordinary route.
What is inflexible is the form. There is no remote procedure: the Embassy of Mexico in Spain states expressly that the application can only be made personally and in person, in Madrid or in Barcelona. No representative can appear on your behalf.
Which office is yours
The split is not a matter of preference but of consular district. As of September 2026, according to the information published by the Embassy itself:
- Consular Section of the Embassy in Madrid: Andalusia, Asturias, the Canary Islands, Cantabria, Castile and León, Castile-La Mancha, Extremadura, Galicia, La Rioja, Madrid, Murcia, Navarre, the Basque Country and the autonomous cities of Ceuta and Melilla, as well as Andorra.
- Consulate of Mexico in Barcelona: Aragon, Catalonia, the Balearic Islands and the Valencian Community.
It is worth checking your district before booking. Turning up at the wrong office does not allow the application to proceed, and the appointment is lost.
Two requirements, and the exception that changes everything
For an adult who still holds the passport, the list is short: the passport application form, duly completed, and the Mexican passport to be renewed, whether in force or expired.
There is one exception that changes the file entirely and that people tend to discover at the counter. According to the procedure information published by the Embassy as of September 2026, if the passport you present was issued in Mexico before 1995, or at an embassy or consulate before 2008, the application is not treated as a renewal: it is processed as a first-time passport, with the documentation that case requires. Before booking, look at the date and place of issue of your document.
You choose the validity period
Article 28, paragraph III, of the Regulation establishes a validity of 3, 6 or 10 years for applicants over 18. The choice is made on the day of the appointment.
Nor is there any need to wait until the passport is about to expire. Article 29 of the Regulation lists the cases in which an ordinary passport may be renewed, and paragraph I, in its current wording, allows it "at any time from issue and on expiry of its validity". The Embassy confirms it in its published information: the passport can be renewed whether or not it is still in force. There is therefore no minimum waiting period before expiry.
This point is worth knowing because it changed over time. The original 2011 Regulation restricted early renewal to the year before expiry, in a paragraph repealed in 2013. If you consult an older version of the Regulation you will find that restriction: it is no longer in the text in force.
The appointment is the real bottleneck
Appointments are handled solely through the MiConsulado system. According to the information published by the Embassy as of September 2026, they are released one month in advance, during the first week of each month. That monthly window is what to keep in mind if you have travel or a signing with a fixed date.
The upside is real: since April 2021 passports have been issued at the Embassy itself, so the document is obtained on the day of the appointment, in under an hour from the start of the procedure. The waiting problem lies in getting the slot, not in what follows.
If the passport was stolen or lost
Here the order of steps decides whether the file moves at all. The first step is not consular but police: replacement requires the report of the theft or loss filed with the Police Station (Comisaría de Policía) of the place where it happened, submitted as an original plus a plain copy, together with the duly completed application form.
The police report is not an incidental paper. It is the document that opens the consular route, and without it the appearance is of no use.
It also helps to call things by their name. If the document is not in your possession, there is nothing to renew: the Embassy applies a specific replacement procedure, with its own documentation. Booking a renewal appointment for a stolen passport is a wasted appointment.
An emergency passport is not automatic
As of September 2026 the Embassy also published a separate emergency passport procedure. It exists, but it should not be taken for granted or used as the basis for travel plans: before changing a ticket, confirm with the Consular Section whether your situation falls within that case and what documents you must present. The criteria and time frames are not published in a way that can be anticipated in a general article.
Common mistakes
- Assuming you have to travel to Mexico to renew a Mexican passport.
- Booking in Madrid while living in a region that falls under Barcelona, or the other way round.
- Not checking the date and place of issue and discovering at the counter that it is a first-time application.
- Waiting until the passport is close to expiry in the belief that a minimum period applies.
- Missing the monthly MiConsulado window while holding travel with a fixed date.
- Going to the consulate over a stolen passport without having filed the police report first.
- Treating a replacement as an ordinary renewal.
- Counting on an emergency passport without having confirmed that your case qualifies.
